Executive Summary

This vulnerability affects Gitea versions up to and including 1.26.1. It occurs because the software does not consistently apply public-only token filtering to the user organization API. This means that the intended restriction on token visibility or access is incomplete, leaving a security gap that was supposed to be fixed in a previous vulnerability (CVE-2025-68941).

Impact Analysis

The vulnerability can lead to unauthorized access to certain user organization API data through tokens that should have been filtered out. Since the CVSS base score is 4.3 with low attack complexity and no user interaction required, an attacker with some privileges could exploit this to gain limited information disclosure (confidentiality impact is low). There is no impact on integrity or availability.
