Full Scope Policy Bypass in Red Hat Keycloak

Vulnerability report for CVE-2026-18570, including description, CVSS score, EPSS score, affected products, exploitability, helpful resources, and attack-flow context.

Publication date: 2026-08-02

Last updated on: 2026-08-02

Assigner: Red Hat, Inc.

Description

A flaw was found in the full-scope-disabled client-policy executor within the keycloak-services component. This component is responsible for enforcing security policies during client registration and configuration in Red Hat Build of Keycloak. The issue occurs because the executor only validates the fullScopeAllowed field when it is explicitly provided in a request. By omitting this field, a delegated user can bypass the policy, resulting in a client created with full scope access. This allows the client to obtain tokens with unauthorized role mappings.

Executive Summary

This vulnerability is in the Keycloak client-policy executor. It allows a delegated user to bypass security policies by omitting the fullScopeAllowed field during client registration. This results in a client being created with full scope access, enabling it to obtain tokens with unauthorized role mappings.

Detection Guidance

To detect this vulnerability, inspect Keycloak server logs for client registrations where the fullScopeAllowed field is missing in requests. Check for clients created with full scope access without explicit policy validation. Review audit logs for unauthorized role mappings or token requests from newly registered clients.

Impact Analysis

An attacker could exploit this to create a client with elevated privileges. This client could then access sensitive data or perform actions beyond its intended permissions, potentially leading to data breaches or unauthorized system access.

Compliance Impact

This vulnerability could lead to unauthorized access to personal or sensitive data, violating GDPR and HIPAA requirements for data protection and access control. Non-compliance may result in legal penalties and reputational damage.

Mitigation Strategies

Update Red Hat Build of Keycloak to the latest version where the flaw is patched. Review client configurations to ensure no unauthorized clients have full scope access. Monitor for suspicious client registrations or token requests.
