Executive Summary

This is a critical vulnerability in Oracle Identity Manager, a product under Oracle Fusion Middleware. It affects versions 12.2.1.4.0 and 14.1.2.1.0. The flaw allows an unauthenticated attacker to remotely access the system via HTTP and potentially take over the entire Oracle Identity Manager due to its high impact on confidentiality, integrity, and availability.

Detection Guidance

Since this is an unauthenticated remote code execution vulnerability in Oracle Identity Manager's Legacy UI, detection should focus on identifying vulnerable versions and exposed endpoints. Check if your Oracle Identity Manager version is 12.2.1.4.0 or 14.1.2.1.0. Inspect network traffic for HTTP requests to the Legacy UI component. Look for unusual administrative access patterns or unauthorized modifications to user accounts.

Impact Analysis

If you use Oracle Identity Manager with affected versions, an attacker could exploit this to gain full control of the system. This could lead to unauthorized access to sensitive data, manipulation of system configurations, or disruption of services, potentially causing significant operational and security risks.

Compliance Impact

This vulnerability could severely impact compliance with GDPR, HIPAA, and other regulations. Unauthorized access or data breaches resulting from this flaw may lead to violations of data protection requirements, potential legal penalties, reputational damage, and loss of trust in handling sensitive personal or health information.

Mitigation Strategies

Apply the latest security patches from Oracle for Oracle Identity Manager versions 12.2.1.4.0 and 14.1.2.1.0. If patches are unavailable, consider isolating the affected system from untrusted networks or disabling the OIM Legacy UI component until a fix is applied.
