Executive Summary

This vulnerability is in m17n-lib where a crafted input with an invalid UTF-8 character sequence causes the text parsing function to enter an infinite loop. This leads to sustained high CPU usage, resulting in a Denial of Service (DoS) for the affected application.

Detection Guidance

Monitor CPU usage spikes for processes linked to m17n-lib. Check for applications parsing text with UTF-8 input, especially those using count_utf_8_chars(). Look for infinite loops by testing with crafted inputs containing invalid UTF-8 sequences like 0xFF.

Impact Analysis

The vulnerability can cause the affected application to consume nearly 100% CPU until terminated externally, leading to service disruption or system slowdowns. It specifically targets the count_utf_8_chars() function in m17n-lib when processing malformed UTF-8 sequences with lead bytes in the 0xFE-0xFF range.

Compliance Impact

This vulnerability primarily causes a Denial of Service (DoS) by consuming high CPU resources, which may indirectly impact compliance with standards like GDPR or HIPAA by degrading system performance or availability. However, it does not directly lead to data breaches or unauthorized access, so its impact on compliance is likely secondary rather than primary.

Mitigation Strategies

No official mitigation is available per Red Hat. Upgrade to supported versions if available. Avoid processing untrusted text inputs. Restrict access to applications using m17n-lib. Monitor for high CPU usage and terminate suspicious processes.
