Description

A vulnerability has been identified in SIMATIC WinCC V7.5 (All versions), SIMATIC WinCC V8.0 (All versions < V8.0 Update 11), SIMATIC WinCC V8.1 (All versions < V8.1 Update 7). The affected application does not sufficiently restrict the permissions assigned to a database role. This could allow an authenticated remote attacker with database access to escalate privileges and execute arbitrary commands on the host system where SIMATIC WinCC is installed, potentially leading to a compromise of the system.

Executive Summary

CVE-2026-59241 is a vulnerability in SIMATIC WinCC, a SCADA system, where the application does not properly restrict database role permissions. This allows authenticated remote attackers with database access to escalate privileges and execute arbitrary commands on the host system, potentially compromising it.

Detection Guidance

Detecting this vulnerability requires checking the installed version of SIMATIC WinCC against the affected versions. For SIMATIC WinCC V8.0 and V8.1, verify if the installed version is below V8.0 Update 11 or V8.1 Update 7 respectively. No fix is available for V7.5, so any installation is vulnerable. Check the system for unauthorized database access or privilege escalation attempts.

Impact Analysis

An attacker could gain control over the SIMATIC WinCC system, execute malicious commands, and potentially disrupt industrial processes or steal sensitive data. This could lead to system downtime, data breaches, or unauthorized access to connected systems.

Compliance Impact

This vulnerability could lead to unauthorized access or data breaches, which may violate compliance requirements under GDPR, HIPAA, or other regulations. Organizations using affected WinCC versions may face legal penalties, data loss, or reputational damage if exploited.

Mitigation Strategies

Immediately update SIMATIC WinCC V8.0 to V8.0 Update 11 or later and V8.1 to V8.1 Update 7 or later. For V7.5, apply network segmentation and strict access controls to limit database access. Restrict remote database access and monitor for unusual privilege escalation activities. Follow Siemens operational guidelines for Industrial Security.
