Description

libIEC61850 is an open-source implementation of IEC 61850 client and server protocols including MMS, GOOSE, Sampled Values, and R-Session. Prior to 1.6.2, Reporting_RCBWriteAccessHandler accepts an RptID longer than 129 bytes in the report-control-block write path. When GI later causes sendNextReportEntrySegment to serialize the report, the function wraps rptIdBuf[130] as a temporary MmsValue and passes it to MmsValue_setVisibleString. The setter's resize path frees the stack-backed buffer, allowing a remote client to trigger an invalid free and server crash by writing the oversized RptID and then generating a report. This issue is fixed in version 1.6.2.

CWE ID Description
CWE-664 The product does not maintain or incorrectly maintains control over a resource throughout its lifetime of creation, use, and release.
CWE-590 The product calls free() on a pointer to memory that was not allocated using associated heap allocation functions such as malloc(), calloc(), or realloc().
CWE-763 The product attempts to return a memory resource to the system, but it calls the wrong release function or calls the appropriate release function incorrectly.

Executive Summary

This vulnerability is in libIEC61850, an open-source implementation of IEC 61850 protocols. It allows a remote attacker to crash the server by sending a report-control-block with an RptID longer than 129 bytes. When the server processes this oversized ID, it triggers an invalid free operation, causing a crash.

Detection Guidance

Detecting this vulnerability requires checking the version of libIEC61850 in use. If the version is below 1.6.2, the system is vulnerable. Commands like 'pkg-config --modversion libiec61850' or inspecting installed packages can help verify the version.

Impact Analysis

If you use libIEC61850 versions prior to 1.6.2 in a server environment, a remote attacker could exploit this flaw to crash your IEC 61850 server. This could lead to denial-of-service conditions, disrupting operations dependent on the server.

Compliance Impact

This vulnerability primarily causes a denial of service by crashing the server, which could disrupt operations handling sensitive data. While not directly violating GDPR or HIPAA, such disruptions may lead to service unavailability for systems processing personal or health data, potentially impacting compliance with availability requirements under these regulations.

Mitigation Strategies

Upgrade libIEC61850 to version 1.6.2 or later immediately. This version includes the fix for the invalid free vulnerability. If upgrading is not possible, restrict network access to the IEC 61850 services to trusted clients only.
