Description

GitLab has remediated an issue in GitLab CE/EE affecting all versions from 18.9 before 19.2.8, 19.3 before 19.3.5, and 19.4 before 19.4.2 that, under certain conditions, could have allowed an authenticated user with a fine-grained Personal Access Token scoped only to user-boundary import permissions to import projects into group namespaces beyond the token's intended scope, due to incorrect authorization of the import target namespace.

Executive Summary

This vulnerability in GitLab CE/EE allows an authenticated user with a restricted Personal Access Token to import projects into group namespaces beyond the token's intended scope. The issue occurs due to incorrect authorization checks when the token is scoped only to user-boundary import permissions.

Impact Analysis

An attacker with limited access could potentially move projects to unauthorized group namespaces, leading to unauthorized access or data leakage. The impact is limited as it requires specific conditions like a fine-grained token with import permissions.

Compliance Impact

This vulnerability could lead to unauthorized data access or exposure, potentially violating GDPR's data protection requirements or HIPAA's privacy rules. Organizations must ensure proper access controls to maintain compliance.

Mitigation Strategies

Upgrade GitLab to a patched version: 19.2.8, 19.3.5, or 19.4.2 or later to address the authorization issue in project imports.
