Storage State Change Leads to Unintended DICOM Deletion

Vulnerability report for CVE-2026-97851, including description, CVSS score, EPSS score, affected products, exploitability, helpful resources, and attack-flow context.

Publication date: 2026-10-16

Last updated on: 2026-10-16

Assigner: ICS-CERT

Description

The storage status-change REST service allows location records still associated with DICOM instances to be changed to deletion-related states. Changing a location to TO_DELETE causes PurgeStorageScheduler to delete the referenced object from storage even though the corresponding instance record remains in the database.

Executive Summary

This vulnerability involves a REST service that incorrectly allows changing the storage status of location records linked to DICOM instances to deletion states. When a location is set to TO_DELETE, the system deletes the associated object from storage even though the database record for the instance remains, causing data inconsistency.

Impact Analysis

This vulnerability can lead to unintended data loss. If exploited, it may cause critical medical imaging data (DICOM instances) to be deleted while their records remain in the database, potentially disrupting healthcare operations and patient care.

Compliance Impact

This vulnerability could violate compliance requirements such as HIPAA or GDPR by causing unauthorized or unintended deletion of protected health information (PHI) or personal data. Maintaining data integrity and availability is critical for regulatory compliance.

Mitigation Strategies

Immediately restrict access to the storage status-change REST service to authorized users only. Review and update database records to ensure no location records are incorrectly set to TO_DELETE state. Monitor storage logs for unauthorized deletion attempts.
