Executive Summary

This is an Infinite Loop vulnerability in the netsctp.ko component of Juniper Networks Junos OS on MX Series. It allows an unauthenticated attacker to cause a denial of service by sending specially crafted SCTP network traffic that triggers an unreachable exit condition in the loop.

Detection Guidance

Detecting this vulnerability requires monitoring for abnormal SCTP traffic patterns or system hangs. Check for high CPU usage or unresponsive processes related to netsctp.ko. Use commands like 'top', 'htop', or 'ps aux' to identify unusual process behavior. Monitor network traffic with 'tcpdump -i any -n port 9899' or 'ss -tulnp | grep sctp' for SCTP connections. Check system logs with 'dmesg' or 'journalctl -xe' for kernel errors.

Impact Analysis

The vulnerability can cause system instability or complete outage by consuming excessive CPU resources, leading to service disruption for legitimate users. Systems may become unresponsive or require manual restart.

Compliance Impact

This vulnerability causes a denial of service via crafted SCTP network traffic, which could disrupt critical services. For GDPR, this may impact availability of personal data processing systems, potentially violating Article 32 requirements for resilience. For HIPAA, it could disrupt healthcare services handling protected health information, affecting integrity and availability requirements under the Security Rule.

Mitigation Strategies

Apply the latest security patches from Juniper Networks for Junos OS on MX Series to address the netsctp.ko vulnerability. Monitor network traffic for unusual SCTP patterns that may indicate exploitation attempts.
