Executive Summary

This vulnerability in HashiCorp Consul and Consul Enterprise allows a user with service write permission to bypass authorization checks and apply Envoy escape-hatch configuration without the required mesh write permission. This flaw exists because Consul's permission check for escape-hatch overrides does not recognize all key spellings used in configuration processing, enabling crafted proxy registration to inject arbitrary Envoy configuration.

Detection Guidance

Check Consul versions for affected releases (2.0.4, 1.22.12, 1.21.18). Review ACL configurations to confirm users with service write but not mesh write permissions. Inspect proxy registrations for unexpected Envoy escape-hatch configurations.

Impact Analysis

An authenticated user with service write but without mesh write permission could exploit this to execute code within the proxy, access or modify network traffic, or bypass security enforcement. This could lead to unauthorized data access, service disruption, or further network compromise.

Mitigation Strategies

Upgrade to fixed versions: Consul Community Edition 2.1.0 or Consul Enterprise 2.1.0/1.21.19. Review and restrict ACL permissions to ensure mesh write permission is required for proxy registration changes.
