Description

The Windows Recovery Environment (WinRE) in Windows 10 and 11 may allow an attacker to bypass firmware security controls, including administrator-configured UEFI/BIOS passwords. An attacker with physical or administrative access to a device may be able to leverage WinRE-related boot mechanisms to circumvent firmware protections and gain unauthorized access to system resources.

Executive Summary

This vulnerability involves a security bypass in the Windows Recovery Environment (WinRE) that allows attackers with physical or administrative access to bypass UEFI/BIOS password protections. It occurs because certain WinRE implementations do not consistently enforce firmware security controls during recovery operations, enabling unauthorized access to system resources.

Detection Guidance

Detection involves checking WinRE configurations and UEFI variables. Review WinRE status with command: reagentc /info. Inspect BootNext variable via PowerShell: Get-CimInstance -Namespace root/cimv2 -ClassName Win32_ComputerSystem | Select BootNext. Check for unauthorized modifications to recovery boot paths.

Impact Analysis

An attacker could bypass firmware security controls, including UEFI/BIOS passwords, to gain unauthorized access to system resources. This may allow them to bypass BitLocker encryption protections and access sensitive data on the device.

Compliance Impact

This vulnerability could lead to unauthorized access to sensitive data, potentially violating compliance requirements under GDPR, HIPAA, or other regulations that mandate strict access controls and data protection measures.

Mitigation Strategies

Disable WinRE if not required using reagentc /disable. Enable BitLocker with additional authentication like PIN or USB key. Restrict physical access to systems. Require administrative authorization for recovery operations. Apply vendor-specific patches or updates as they become available.
