Executive Summary

This vulnerability in GitLab EE allows an authenticated user to bypass a required merge request approval policy on a protected branch. It occurs due to improper access control during approval rule synchronization in versions before 19.3.6, 19.4.3, and 19.5.1.

Impact Analysis

An attacker with access could merge code without required approvals, potentially introducing unauthorized changes. This undermines code review processes and may lead to security or operational risks in projects using protected branches.

Mitigation Strategies

Upgrade GitLab EE to a patched version (19.3.6, 19.4.3, or 19.5.1 or later) to address the improper access control issue in merge request approval policies.
