Improper Constraint Combination in Eclipse Jetty

Vulnerability report for CVE-2026-18662, including description, CVSS score, EPSS score, affected products, exploitability, helpful resources, and attack-flow context.

Publication date: 2026-10-15

Last updated on: 2026-10-15

Assigner: Eclipse Foundation

Description

In Eclipse Jetty, across various versions of `jetty-security`, and `jetty-eeN-security`, two or more security constraints with the same http-method-omission set, and no url-patterns, are not combined properly per Jakarta Servlet Spec. Resulting in later http-method-omission sets overriding previous constraints with the same http-method-omission set.

Executive Summary

This vulnerability in Eclipse Jetty occurs when two or more security constraints with identical HTTP method-omission sets and no URL patterns are not properly combined. Later constraints override earlier ones, potentially bypassing intended security restrictions.

Detection Guidance

To detect this vulnerability, inspect Jetty configuration files for duplicate HTTP method-omission constraints without URL patterns. Check for conflicting security constraints in web.xml or Jetty-specific files. Review logs for unauthorized access attempts or unexpected 200 responses instead of 403 errors on protected endpoints.

Impact Analysis

An attacker could bypass authorization if an application's configuration contains conflicting constraints. For example, a POST request might reach a protected handler with a 200 status instead of being denied with a 403, allowing unauthorized access to protected resources.

Compliance Impact

This vulnerability could lead to unauthorized access to protected resources by bypassing intended security constraints. For GDPR, this may result in unauthorized data access or processing, violating principles of data protection and user consent. Under HIPAA, it could allow unauthorized disclosure of protected health information, compromising confidentiality requirements.

Mitigation Strategies

Review Jetty server configurations for duplicate HTTP method-omission constraints without URL patterns. Update to patched versions (9.4.65+, 10.0.33+, 11.0.33+, 12.0.39+, or 12.1.12+) as soon as possible to resolve the issue.
