Executive Summary

This is a stored cross-site scripting (XSS) vulnerability in Esri ArcGIS Server 11.1 and earlier versions. It allows a remote unauthenticated attacker to store malicious files on the server. When a victim accesses these files through their browser, the malicious code executes in the victim's browser context.

Impact Analysis

An attacker could exploit this to steal sensitive data like session cookies or credentials, perform actions on behalf of the victim, or deliver malware. Users accessing compromised ArcGIS Server content may have their browsers compromised without needing authentication.

Mitigation Strategies

Upgrade to a patched version of ArcGIS Server (12.1, 12.0, 11.5, 11.3, or 11.1) and apply the provided patch. If using an unlisted version, upgrade to an eligible version immediately.
