Insufficient Access Control in WSO2 API Manager

Vulnerability report for CVE-2025-11969, including description, CVSS score, EPSS score, affected products, exploitability, helpful resources, and attack-flow context.

Publication date: 2026-11-02

Last updated on: 2026-11-02

Assigner: WSO2 LLC

Description

The System REST APIs do not correctly enforce access control mechanisms, allowing users with lower privilege roles to execute administrative actions that should be restricted. This weakness permits unauthorized operations on the affected product. Successful exploitation could enable a malicious actor to perform unauthorized administrative operations, including executing administrative functions. APIs exposed through the WSO2 API Manager's API Gateway are not affected by this vulnerability.

Executive Summary

CVE-2025-11969 is a critical vulnerability where System REST APIs fail to enforce proper access controls. This allows users with low-privilege roles to perform administrative actions they should not be able to execute. The issue specifically affects multiple WSO2 products and could let attackers run unauthorized operations.

Detection Guidance

To detect this vulnerability, check if your WSO2 products are running affected versions listed in the advisory. Inspect API logs for unauthorized administrative actions performed by low-privilege users. Monitor System REST API endpoints for unusual requests or responses indicating broken access control.

Impact Analysis

If exploited, this vulnerability could allow attackers to perform unauthorized administrative functions, potentially leading to data breaches, system manipulation, or loss of control over critical infrastructure. The impact depends on the specific WSO2 product and its role in your environment.

Compliance Impact

This vulnerability could lead to unauthorized administrative actions, potentially violating compliance requirements for GDPR and HIPAA by allowing unauthorized access to sensitive data or system configurations. Unauthorized administrative operations may result in data breaches or improper handling of protected health information, undermining regulatory controls.

Mitigation Strategies

Apply the public fixes or update affected WSO2 products to the specified versions. For example, update WSO2 API Manager to version 4.5.0 update level 32 or 4.4.0 update level 49. Check the WSO2 security advisory for exact update levels per product.
