Description

Kyverno before 1.19.2 contains a policy bypass vulnerability in the admissionpolicygenerator controller, which folds PolicyExceptions into generated ValidatingAdmissionPolicies while ignoring the --enablePolicyException, --exceptionNamespace, and policy kind gates. Users with namespaced create rights on PolicyExceptions can inject negated matchConditions into the generated policies to admit violating resources, bypassing cluster-wide enforcement.

Executive Summary

Kyverno before 1.19.2 has a policy bypass flaw in the admissionpolicygenerator controller. It incorrectly folds PolicyExceptions into generated ValidatingAdmissionPolicies without enforcing security gates like --enablePolicyException or namespace restrictions. This allows users with namespaced rights to create exceptions that inject negated matchConditions, bypassing cluster-wide enforcement.

Detection Guidance

To detect this vulnerability, check Kyverno version with 'kyverno version' command. If version is before 1.19.2, the system is vulnerable. Inspect admissionpolicygenerator logs for improper PolicyException handling. Look for generated ValidatingAdmissionPolicies with negated matchConditions that bypass intended restrictions.

Impact Analysis

Attackers with minimal permissions could bypass critical security policies, allowing unauthorized resource admission. For example, they might deploy privileged pods or access restricted storage despite existing protections. The impact includes unauthorized access, data breaches, or compliance violations due to weakened enforcement.

Compliance Impact

This vulnerability could lead to unauthorized data access or processing, violating GDPR's data protection principles or HIPAA's access controls. Organizations relying on Kyverno for compliance may face audit failures or regulatory penalties due to weakened enforcement of security policies.

Mitigation Strategies

Upgrade Kyverno to version 1.19.2 or later immediately. Disable PolicyException creation for non-admin users. Review existing PolicyExceptions for unauthorized negated matchConditions. Monitor generated ValidatingAdmissionPolicies for suspicious exclusions.
