Executive Summary

OpenEMR before version 8.3.0 has a missing authorization flaw. Low-privileged authenticated users can delete any patient recall records by sending a POST request to /interface/main/messages/save.php with specific parameters (pid and r_ID). The system fails to perform access control list (ACL) or ownership checks, allowing unauthorized data deletion.

Detection Guidance

Check OpenEMR logs for POST requests to /interface/main/messages/save.php with delete_Recall action and parameters pid and r_ID. Monitor for unauthorized deletion of patient recall records by low-privileged users.

Impact Analysis

This vulnerability allows attackers with low privileges to delete critical patient recall records, potentially disrupting medical follow-ups, treatment schedules, or compliance reporting. It compromises data integrity and could lead to patient safety risks or legal consequences if recalls are missed.

Compliance Impact

This vulnerability likely violates data integrity and access control requirements under GDPR (Article 5) and HIPAA (Security Rule). Unauthorized deletion of patient recall data could result in non-compliance, leading to fines, legal penalties, or loss of certification for healthcare providers.

Mitigation Strategies

Upgrade OpenEMR to version 8.3.0 or later. Implement strict ACL checks for delete_Recall actions. Review and restrict user permissions to prevent unauthorized data deletion.
